Contract Specialist Employee Input for Performance Evaluation 

Please provide a real-life Contract Specialist role example/scenario/action for each of the standards listed for the element below. The employee input should follow Specific, Measurable, Achievable, Relevant, Timely (SMART) format to describe how they have successfully performed at a "Fully Successful" rating level as a Contract Specialist.

Element: Technical Competence

Element Description: This factor describes/captures the application of technical knowledge and skills needed to perform successfully in a specific job within the organization.

Standards:

1. W/ assistance from trainer/supervisor, creates contract file(s)/develops realistic milestones leading up to award in the official contract milestone-tracking tool w/in 5 working days of receiving a valid requirement.  Inputs/updates milestones into PCF/VCE including documenting challenges in meeting PALT. 
2. Is sometimes able to recommend, useful procurement strategies based on initial information & research conducted.  W/ assistance from trainer/supervisor, finalizes procurement strategy w/in 5 working days of requirement receipt.
3. W/ assistance, reviews individual documents w/in procurement package IAW, regulations, & policies; provides timely written comprehensive feedback, with input from others, in relation to the complexity of the action. Identifies inconsistencies, if any, w/in a procurement package & discusses those inconsistencies with a trainer/team member/supervisor.
4. W/ assistance, completes proposal compliance review NLT 7 working days of receipt & coordinates with necessary parties.  Reviews, & begins analyzing, proposals in preparation for negotiation; observes negotiation.
5. W/ assistance, authors contracting documents to ensure accurate & complete information is detailed in a logical order. Submits documents in sufficient time for review/approval.
6. W/ assistance, monitors contract performance IAW contract terms & conditions. W/ assistance, manages post award activities w/in established milestones & IAW laws, regulations, & policies.
