One in particular it means when you apply formatting instructions to an element that contains several other elements, that specific formatting is applied to every one of those elements. The textbook uses an example about Verdana font. If you have set a specific font to a element, every element that is inside that element the same font will be applied. This significantly reduces the amount of code that you would need to write. Once the font is set to the initial element all the additional elements within that element will have the same font applied automatically. This also makes updates easier as well. Once you update the first element any element within that element will also update and or change.
