You have been appointed training manager at "PEC Consultants" PEC consultants are education consultant's RTO number 12345, located at RTO can provide their own address and from past six months their business Is going down. Seniors managers of company realise that they are struggling to keep up to date skills of their team and because poor project work delivery they are losing contracts of large-scale organisations. So, to improve the skills and knowledge of their team Ron (director of company) and operations manager Ben have decided to higher training manager to form a learning strategy and implement that strategy successfully.
As a training manager you are responsible for learning and developments of PEC consultants. So first step is providing leadership to the existing Human resources and development team in formation of learning strategy.
Part A
Provide leadership to learning strategy formation for BSB40215 Cert IV in Business, you need to carry out following activities for learning strategy formation:
1. Organise a meeting with all the stakeholders team members, instructional designer, instructors, management, staff, clients and agencies to consult. Develop a consultation and communication processes to support and encourage personnel input into design, implementation and review of organisational learning strategy including during the meeting you will be discussing following issues:
• Expectations from learning programme, technological and system requirements
• Discuss communication process- during the meeting you need give gesture that any kind of feedback and input will help to form strong learning strategy.
• What are your learning needs and for on-going learning what is your preferred structure of learning and development programme?
• Discuss management's concerns regarding decline in business and how it is affecting the morale of team.
• Discuss expectations of clients and agencies from PEC consultants.
• Discussion on creating in-built flexibility for change in organisational priorities for future
• Discuss and analyse the contribution of organisational learning to competitiveness, and confirm with key stakeholders
• Discussion on final step of implementation process of learning strategy
Prepare a report based on the discussion in the meeting.
2. After having a meeting with stakeholder's research and evaluate models and approaches to organisational learning to support strategic requirements.
3. As training manager, you need to examine and review organisation's existing policies and procedures relevant to training and assessment and list what are the weaknesses of existing system.
4. Structure the appropriate learning strategy for PEC after analysis of following:
• Training and development policy
• Organisation's existing strategy
• Requirements or current needs of organisation.
• List technological requirements for learning strategy
5. Ensure that all the available resources including human resources, learning requirements and learning and development plans are aligned with overall objectives of organisation.
Prepare a detailed report on your findings and send an email to the director of the company and attach your report to RON (Director of company) in the email. And also, in email ask him to share his thoughts or if he has any feedback on analysis report.
Part B
1. In this part of the project you need to design and develop organisational learning strategy. When you are developing learning strategy you need consider learning/e-learning objectives to your organisation's strategic vision Identify where your organisation is heading, what the goals are
• consultation with stakeholders will ensure their buy-in and provide focus on what they want to achieve. For designing and development of learning strategy of PEC you need consider following key considerations:
• Learning strategy should be as per the PEC's requirements, which includes requirements of instructor, learner, assessment and strategic requirements.
• Include relevant units of competency, modules from accredited courses or non-accredited training specifications in organisational learning strategy
• Learning strategy of PEC should be flexible to promote continuous improvement in system
• Learning strategy should promote responsiveness of the PEC to changed circumstances and priorities
2. In development stage of learning strategy, it is important to clearly define all the process for smooth implementation of the learning strategy for that purpose as a specialist you need to consider following key processes which are very important:
• Simplify the steps of resource allocation so establish processes or modify the existing process and
procedures for allocating and managing resources and staff, required to implement organisational learning strategy
• Structure compliant assessment and recognition policies and processes appropriate to organisational strategic requirements
• Structure procurement and supply policies and processes appropriate to organisational strategic requirements
• Ensure that learning strategy is complying with all the relevant legislations.
3. You need to list clear steps for all the above-mentioned processes to implement learning strategy in PEC.
4. Prepare learning strategy manual for PEC consultants guiding through clear instructions as well clear explanation of all the steps or process and procedures related to learning strategy.
5. Organise a meeting with director and senior management and present designed learning strategy to the stakeholders in the meeting and seek their feedback on learning strategy.
Note: The role of Director will be played by the trainer/assessor. Other roles will be allocated to the students by the trainer/assessor.
6. As per feedback update learning strategy and then send an email from Ron (Director of PEC consultants) for approval to implement the updated learning strategy at PEC consultants.
After approval have meeting with Ron and senior management to discuss:
• Implementation timelines and implementing appropriate processes for learning strategy
• Required resources for implementation learning strategy
• Monitoring the implementation of learning strategy
7. After meeting confirm above details with Ron by sending an email, concluding the discussion during the meeting or meeting minutes.
