In late 1987, trichloroethylene (TCE) was detected in one of the town wells in Perkasie, a town in southeastern Pennsylvania. Concentrations of the chemical were seven times the EPA's safety standard. Since no temporary solution was available to reduce concentrations on safe levels, the country required the town to notify customers of the contamination. In estimating how serious the risk posed by the contamination was and how much damage was actually caused, analysts heavily relied on costumers' actions on: (1) purchase of bottled water; (2) installation of home water treatment systems; (3) hauling water from alternative sources; (4) boiling water. Through a survey analysts were able to discover the extent of each of these actions.
