Imagine the leaders of a new democracy have hired you as a consultant to help them choose an electoral system. The leaders of this new democracy have told you that they want (a) to minimize the level of politician-led corruption in the country and (b) to try to avoid having to form coalition governments. Which electoral system options would you present to the leaders of this new country? Offer at least two options and describe in clear terms how those systems work to the leaders (who may not know). Then describe to the leaders how each of the options you have presented might help them achieve one or both of their goals. (Note: if you do not think that the leaders can achieve both of these goals at the same time, then explain to them why they should lower their expectations or drop one of those goals.)
