Performance evaluations are often used by companies to provide their staff with constructive feedback and opportunities for improvements. The horns and halos refers to how management treats their employees where both is exactly the same. Horn refers to "never can do anything right" and halo is "never can do anything wrong". Although this is not how management should act but it does, unfortunately, happens.
