A pharmaceutical company wants to test the effectiveness of their new chronic pain drug. They give one group of 35 people with chronic pain the drug and 20 of them had their pain reduced. The company gives another group of 35 people with chronic pain a placebo and 15 of them had their pain reduced. Construct a 98% Confidence Interval for the difference of the proportion between the drug group and the placebo group. Using a significance level of .01, test the claim that the drug is effective using a hypothesis test of the difference of the proportions.
