Question: In its broadest sense, this chapter illustrates the "Dilemma of Free Government" where one of the roles of government is to promote freedom, but the other role of government is to protect its citizens. Governing can be seen as a constant balancing act between two sometimes conflicting goals, doing what is best for society as a whole (promote the general welfare) and doing what is best for individual freedom (secure the blessings of liberty). When we compare the choices that different governments make (the US compared to Britain, or Sweden, or Russia, or China, etc.) we can see that governments do make different choices. While some governments will choose individual liberty over the general welfare, others will choose the general welfare over individual liberty. And still for others, it depends on the policy as to what choice will be made.
