In the Texas Orders of Secession, passed in 1861, Texas defends its decision to secede from the United States by claiming that "The States of Maine, Vermont, New Hampshire, Connecticut, Rhode Island, Massachusetts, New York, Pennsylvania, Ohio, Wisconsin, Michigan and Iowa, by solemn legislative enactments, have deliberately, directly or indirectly violated the 3rd clause of the 2nd section of the 4th article of the federal constitution, and laws passed in pursuance thereof."

Look up Article IV, Section 2, clause 3 in the United States Constitution (primary source) then follow the directions below.

There are (at a minimum) two parts of this conflict between Texas and the United States government: one is legal (constitutional), and one is political (cultural).

2. Consider the LEGAL aspect of Texas' secession. To do so, briefly paraphrase the content of Article IV, Section 2, clause 3, then assess the validity of the claim Texas' is making in its Orders of Secession (see above).

3. Consider the POLITICAL aspect of Texas' secession. To answer, consider what important political events preceded, and thus may have contributed to, the drafting of this passage? What social and cultural realities at the time influenced Texas to pursue secession as opposed to neutrality?
