You were invited by a nearby Army base contracting office to bid on a project to advise the base commander on how the base could implement solar and wind power projects on the base. You struggled through preparation of a proposal in response to the RFQ. After some discussions with the contracting officer and the base technical personnel, your company has been awarded a cost plus fixed fee contract.
