Question

Thomas, who is a project manager, is walking around the office taking cookie orders for his daughter's troop when Sally from marketing stops him and says it is against company policy. Thomas ignores Sally but it only causes Sally to complain to HR, because she was not allowed to sell Holiday cards in previous years to raise funds for her son's soccer team. The HR lady is new and does not see a problem with Thomas selling the cookies, as she has placed two orders with him already. Thomas wants to continue to take orders and Sally insists that he stops. She has started a petition and she plans to get everyone to sign it.
