The first component of a reformed complex adaptive system listed is the application of the double mandate. This expectation provides pros and cons as it relates to obtaining coverage. In conjunction to these expectations for individuals to purchase insurance and companies to sell their products, there should be ground rules for costs and coverage. With supply and demand, there may be a substantial increase in the cost for the consumer while the product declines. When healthcare reform was implemented we experienced several barriers. Those who did not qualify for the federal program sought to purchase coverage or pay a penalty if they did not. Oftentimes leaving individuals with options that had high co-pays or high deductibles as insurance companies took the opportunity to adjust their services substantially in their favor.
