The internet community should adopt IPv6 before the user do because with increased packet handling service providers can reduce the size of their routing tables improving performance. IPv6 also provides better connect ability for IoT devices. There is also a concern of running out of IPv4 addresses.,
As far as security concerns with IPv6. The concerns are the same as the ones you would have used IPv4. Administrator or user error would be the main source of your vulnerabilities via poor implementation. The same issue of network scanning and address spoofing can still be a problem. Even with IPsec built in to IPv6 as a security protocol, IPv4 is similarly secure because IPsec can also be used there as well

From an organizational or business standpoint, it makes sense to adopt IPv6 as soon as possible. There is no arguing at the increased costs of moving from IPv4 to IPv6, but it will be a necessity at some point soon. IPv4 is already at a point of exhaustion and with every expanding "Internet of Things" and cloud functionality, this issue with the current state of IPv4 will only worsen. Being an early adopter to IPv6 might prove a bit costly but may prevent some problems eventually.
IPv6 also offers more security then IPv4 and a major reason for that is that IPv4 was never designed with security mind. There is no way to limit access to information hosted on the networking using IPv4, this is not the case for IPv6. IPv6 supports more transparency for node-to-node addressing and improved connectivity and efficient processing. Improved mobility with no loss of connection from different networks and mandated security only help strengthen the reason to integrate or adopt IPv6. This can be said for not just organizations or companies but the community. It is an upgrade in every sense and getting on board early is a smart choice because being at the front of a line is better than being at the back as upgrading to IPv6 is not going to be an option for long.
