Conduct a cost-benefit analysis(CBA) on a public policy topic of your choice and write a two to three page-long policy memo on how you propose to conduct the study. You can use include tables or figures in an appendix at the end of the memo document that does not have a page limit.
A policy memo should include the following four items:
1) A brief description of the policy question you intend to address with cost-benefit analysis (e.g. whether to introduce a new program; which policy option should be selected to achieve a certain policy objective; choosing an appropriate scale of a new project/program). Be clear and specific about the policy question, what policy options are available and what type of analysis you intend to carry out. You will also need to specify the spatial and temporal context of your chosen case.
2) Identify the various benefits of the policy/project/program. Describe how you intend to estimate the benefits, and which approach you would use to measure the benefits. Note that this is a proposal, but you may include your estimates if you have already found relevant data that enables you to estimate the benefits of the policy/project/program.
3) Identify the various costs of the policy/project/program that should be included in this CBA. Explain how you plan to estimate each of those costs (and if possible, specify which data can be used). Try to use actual data available online or offline to estimate the costs, and be clear about how your estimates are adjusted to reflect the time value of money.
4) Explain which decision rule you intend to use to compare the costs and benefits.
