The coastal town of Portmouthampton want to build a monument to celebrate their town's success. Having learned the lessons from the Spinnaker Tower, the council will not proceed with the project unless they have a project plan that can convince them of a successful implementation.
The council have set up a competition and will award the project to the organisation or group that presents a convincing plan for completion. Unfortunately, the council do not know exactly what they want. All they know is:
-They want twin monuments - the monuments will be placed on either side of the main road into the town.
-The design of the monuments is not the key factor. The council are more concerned that the project can be completed successfully and not bring them embarrassment.
-The council has a strict budget of £10,000,000 for the project, so they are looking for justifications for costs and their control.
-If the project is chosen for implementation, the council want the monuments in place within two years of the start date.
You have been hired by a client who wants to bid for this project. They want you to create a project plan which meets the council's requirements.
