Jane Bright, the personnel manager of Neutrons Inc., is concerned recent increase in absenteeism and late arrivals at work of employees in the various departments during this summer. "It should not be happening at this time of the year;" she thought. "Of course, traffic bottlenecks have lately been terrible in the mornings, and the authorities converting certain strategic streets to "one-way" has not helped the situation any!
