Question: You have just been appointed by the Governor to become the new Director of Public Safety in charge of the state prison system. You recognize that problems have existed in the management of the prison system. Those problems mirror many discussed in textbook chapters 15 and 16. You are asked to "clean house" in terms of policy and personnel to make for the most ethical, legal, and efficiently run prison system. A few specific problems include the following:

1) a higher percentage of the inmate population with gang affiliations has made the prison more dangerous,

2) drugs are being smuggled into the prison by inmates, family and correctional officers,

3) there have been cases of sexual misconduct among inmates and on occasion between inmates and correctional officers and

4) there are reported cases of inmates being physically assaulted by correctional officers.

5) the problem of inmates being sexually assaulted by other inmates.

6) the highest correctional officer turnover rate (25%) over the past 5 years.

Can you please prepare a specific correctional operations plan designed to deal with the identified problems and to seek to build the most ethical working environment possible. Your plan should contain:

(1) A "philosophical" or mission-type of statement for your organization,

(2) Specific guidelines about the job qualifications for your adult correctional officers. Include minimum qualifications, training regiment, salary and promotion package. Explain your rationale for these qualifications and other guidelines.

(3) A general ethical code and discipline guidelines. Explain your rationale for the code and guidelines.

(4) Your proposed solutions to each of the six problems listed above.
