Using data, demonstrate whether the issue (education, environment, public safety, the cost of housing, etc.) is a state-wide problem by comparing New York State to other states. In doing this, you may need to find a variable that is a "proxy" for your issue, meaning you may find a variable that is close to your issue, but not a perfect match.
