Overview
This fictional project information can be used to create a project charter for the City of Jayhawk Kansas Geodatabase Development Project. Please see the assignment instructions for specifics regarding what is required.
The Scenario
You are the City's project manager (Lucille Geodata in the Public Works Department) assigned responsibility for the City of Jayhawk, Kansas Geodatabase Development Project. The City's RFP for contractor services was prepared by you and other City project team members. It is your responsibility to create a charter for this project as a way to summarize project objectives and confirm commitments from key City stakeholders. As stated in Section 1 of the RFP, the project involves the development of an ArcSDE geodatabase that contains up-to-date data on City signs, pedestrian walk signal devices, and ADA pedestrian hazards. Work includes database design, evaluation and use of existing data sources, field data collection, and application development for ongoing City database update. The RFP will solicit responses from contractors, one of which will be selected to work with the City project team to carry out project work.
The main project sponsor, City of Jayhawk Director of Public Works and Utilities, has asked you to prepare the project charter. The Director has also asked you to identify benefits and prepare a business case report that provides a justification for allocation of resources (City staff time and costs for contracted services). Summary points from the business case should be included in the project charter. The City of Jayhawk, Kansas provides some information about the benefits that the City expects to receive from this project. In addition, Croswell, subsection 2.7 explains the approach for an evaluation of benefits and business case preparation.
