A circular non-conducting ring is split into two semi-circles. The top half has a positive charge Q evenly distributed on it, and the bottom half has a negative charge (-Q), NOT evenly distributed. The charge on the bottom half is skewed to the left. If the voltage is zero at infinity, the voltage evaluated at the center of the ring is
