The elders are not considered true clergy members. However, the confession was made to ask for forgiveness by God, so this confession can be protected because the elders served as leaders or clergy-like members of the church (regardless their different religion). This confession is protected against any legal consequences, so they should not ask the elders to testify against them. By the way these confessions work, it can be hard to determine if these individuals will stop committing crimes because they are not given any punishment.
