Change in California's eighth-grade average science score

A report based on the 2005 National Assessment of Educational Progress (NAEP)16 states that the average score on their science test for eighth-grade students in California is signi?cantly higher than in 2000. A footnote states that comparisons (higher/lower/different) are determined by statistical tests with 0.05 as the level of signi?cance. Explain what this means in language understandable to someone who knows no statistics. Do not use the word "signi?cance" in your answer.
