Take a definite stance on the issue/topic and trust yourself to defend ground worth defending. That is, trust yourself to add something new and nuanced to the popular discussion of the issue/topic.
Not an explanatory thesis but an argumentative thesis.

As an audience member answer the question "what will this speech be proving?"

The first 2 topics are selected for our class because they are current and relevant for engaged citizens to think about what solutions will look like. Please do not tell me that Cal. Water Supply or Cal. Wildfires are a "priority" or "important." As logical as these examples are, they are not controversial enough for a persuasive speech. Challenge yourself to focus your argument, to refine your analysis to take on a nuanced and controversial stance on the topic. Often the controversial or nuanced focus will come from your solution analysis and evidence. How should we solve the problem of your speech? Tell your audience in the thesis.
