To monitor the area, Lisa divided the city into four quadrants based on topography and infrastructure. Three of the four quadrants sat at higher elevations and had relatively newer infrastructure, including updated sewage pipes and electrical substations. Few problems were reported there.
Keyon's post sat in the alpha quadrant, an area hardest hit by the storm. The alpha quadrant covered a low-lying coastal area with older homes. Neighborhoods here had the highest number of injuries, and now Keyon was caring for an influx of patients who were experiencing severe diarrhea, vomiting, and low-grade fever. Based on the rapid onset of signs and symptoms, Keyon believed the cause was norovirus, or possibly cholera. He collected stool samples from some of the sick patients to send out for causative agent identification, and he promised to send Lisa the results.
