As a burgeoning city in Ontario, Guelph has been becoming a city that attracts more and more people from GTA to move to. According to the information above,  a retail sales shopping mall will be suitable to develop in Guelph since the Stone Road Mall could not meet all the consumers'needs in the future. The size of the land is 3 acre lot, in this regard, we will make our shopping mall 2 acre with a 1.0 acres underground parking space if it is permitted. We will also plan to have a 0.5 acre off-street parking space, in that case, the parking space for the shopping mall is expected to accommodate 200 vehicles at once. 

As long as different types of businesses are developed as a single unit. The hybrid shopping center is suitable in this area where retail is predominant, such as the case of the business established in this location.

The factors that will affect how the municipally will be receptive to the plan will be the availability of social amenities for the mall and the recreation center, the availability of garbage services and whether there will be sufficient water for the two development facilities. Once the municipality is satisfied that the above services are available, it is more likely to be receptive to the plan and approve it (Strange, & Loo, 2010). However, if the municipality finds out that some of the above essential services are not available, it may decline to be receptive to the plan of building the two facilities.

The other factors that will need to be considered apart from the zoning by-laws will be accessibility to the area through air and road, the security of the area, whether the two facilities are strategically located to attract customers, and power supply (Strange, & Loo, 2010).  The other factor to consider is whether there is enough space to expand the facility once it has become profitable. 

It should also be noted that national laws that guide building and construction will be evaluated to find out whether the height of the mall is within the set limits which the national laws on building established. This is because there are restrictions on some lands on what can be built and what cannot be built in the national laws that govern property (Strange, & Loo, 2010). The other factors are the site formation, level of the land, the topography of the land, and building height restrictions. Additionally, the standard design of the facility will need to be considered so that it established whether the standard design is according to the national laws.
