Hapless Hospital is a small private facility located in Nowhere. It has 250 employees. Alfred Butkis, administrator of Hapless, recently attended a seminar on human resource management conducted by Professor Jess Straight from TWU. After the presentation, Alfred approached Jess and asked if she would be willing to provide some consulting help to Hapless. Jess replied that she would be delighted to perform the service, for the appropriate fee. Shortly thereafter, she embarked on the job.
Alfred explained the problem: There is the case of Ed Banks, the head of Business and Finance for the hospital. He needs to recommend someone for the position of department director for the business office. I've been after him for weeks and have not yet gotten a recommendation. I can't figure out what his problem is. See what you can do about it, will you?
With this send-off, Jess went to meet with Ed. After some preliminaries, she came to the point: Look, Ed. I'm here to consult on personnel issues and Alfred gave you as a case in point. He wants to know what you have done about the department head job.
Ed shifted in his chair and then told Jess that he was considering three candidates for the job. He described them:
· James Prior: 10 years of experience in hospital accounting and data processing, lots of personality, no supervisory experience, high school graduate.
· Harley Courtney: 4 years experience with Hapless, the most efficient worker, college degree in business, very quiet, almost introverted.
· Matt Dolter: older, 12 years experience in business office work, 5 of it at Hapless, outgoing personality. He supervised 2 workers at his previous job.
Frankly Jess, Ed said, I'm leaning toward Harley. I figure the best worker ought to be rewarded and will also make the best manager. But I really don't have any facts or figures to back up my choice, so I have been vacillating. I hate to make a mistake.
