Question: As you note, people do not always behave logically or as expected, even when it is in their benefit. We can see many countries limiting their carbon emissions in order to protect the ozone layer, but many others do not and indeed increase their pollution. Can we expect social bargaining to work in lower stake conditions, not high stakes conditions like pollution?
