Ali's PNP application for Nova Scotia is approved. He submits a copy of the nomination, along with the Permanent Resident application to the Canadian visa office in his home country for processing. The visa office invites Ali and his wife to an interview. During the interview Ali's wife mentions to the interviewing officer that she has a brother in Manitoba who has promised to accommodate them upon landing. As a result, they may decide to stay in Winnipeg. Can the interviewing visa officer refuse the application?
