Question: The Gila River is the largest river basin in Arizona (aside from the all-encompassing Colorado River Basin). The Upper Gila River basin has flow year-round and is a source of irrigation for the surrounding areas. The Gila River gauge at Solomon near Safford, AZ measures flows in the upper portion of this basin. The dam at Coolidge captures these flows for irrigation.

The highest flow of 132,000 cfs occurred at this gage in October 1984. This flow would be classified as a 100-year flood. Can a 100-year flood occur twice in a ten-year period? Why or why not?
