The assembly shown is used in a machine. It supports an axial load P1 of 8000 lb and an eccentric load P of 8000 lb. The vertical member is a hollow cylinder having a 3-in. outside diameter and a 2-in. inside diameter.

Calculate the maximum eccentricity e if the allowable stresses are 8000 psi in tension and 18,000 psi in compression.
