"By the Numbers: Border Communities" reported on county taxes for a sample of counties in the same state as Allegheny County, a populous county in which we may assume the taxes to be relatively high. Taking into account what percentage of a property's market value was taxed in the various counties, the mills for the four counties mentioned were 4.51, 5.35, 2.86, and 0.41. These were compared with Allegheny County's tax rate of 4.69 mills.
