Assignment - Portfolio Assessment report
Assignment Task
In March 2010, senior management recognized that there were significant challenges ahead, which would require a transformational change within Skipton Building Society, alongside the delivery of 80 projects to meet the expectations of the board. There were some challenges such as
• Lack of comprehensive prioritization of projects and programs
• Lack of approval and on-going control of the portfolio, delivery of the benefits for each programme/project.
• Programmes/projects were not being tracked for costs or realization of benefits
The challenge was then to enable the organization to validate, prioritize and deliver the necessary business changes with the resources available, at an acceptable risk. You have got a new role as a head of portfolio office and recognized that key to meeting this challenge is to establish a governance framework for the business change portfolio and a portfolio office to support it. You should produce a report to convince the management board to set up the P3O and consider the following requirements:
1) Identify the overall strategy and the governance framework of the Skipton and provide organization background.
2) Demonstrate undertesting of concept of P3O and critically evaluate the benefits of P3O, how P3O add value, how you can Maximize the value, common barriers and critically evaluate how you can overcome these barriers
• Provide some examples to support your argument
3) The maturity of Skipton is low (level 2), explain the changes you need to move from level 2 to 3 to improve the maturity level in project management (PjM3)
• Explain the London underground example maturity improvement as a bonus task
4) Provide the P3O design and explain the following roles and responsibilities
• Head of portfolio office
• Portfolio analyst
• Program/project officer
• Explain at least two functional roles exist in the organization and the responsibilities of them
5) Explain the centralized design of the Skipton and underline the success factor and two key issues in this design consideration
6) How to implement the P3O model in Skipton organization
To develop the report, you are required to provide the following sections:
• Coversheet (to be completed by student)
• Title page (Report for Skipton Building Society)
• "Execute summary section"
This section should give a short overview of the whole report. It should be brief enough to be read in 2 minutes, but informative enough for any audience to get a good sense of what the report entails!
• "Table of Content"
Sections names with the relevant page number
• An "Introduction section", describing an introduction to P3O and It is required to describe task 1 and task 2 in this section supporting by some examples and academic references
Then, the "Body" should contain 4 different sections:
• "PjM3 maturity model and size of P3O model"
This section should include a brief background and overview of P3M3 model, P3M3 maturity levels and seven perspectives. Include the research you have undertaken and explain how an organization improves the maturity level from two to three in the level of project (PjM3) supporting by London underground example (as a bonus) Also, it is also required to explain the size of the Skipton (based on number of projects, employees explain that is it small or large?)
• "Roles and responsibilities in the Skipton building society"
Explain what function exist in the P3O model. You are required to explain management, generic and functional categories and explain roles and responsibilities of the following:
• Head of portfolio office
• Portfolio analyst
• Program/project officer
• Explain at least two functional roles exist in the agency and the responsibilities of them
• "Centralized design of P3O model"
Describe the centralized design of the Skipton (Attaching the figure is a bonus) including success factors and two key issues. I expect you to explain the centralized model supported by some examples.
• "How to implement the P3O model in Skipton organization"
You are required to express the implementation steps of P3O (including figure) and describe the identify step.
• "Conclusion and Recommendation section"
Your report should conclude by making recommendations on how Skipton can improve organization's competitive advantage and the challenges in the organization by setting P3O model and recommend any tools and techniques needed for P3O model and provide a conclusion regarding the whole report.
• "Reference Section"
