Using a company of your own selection (preferably a current, previous or future employer with under 5,000 employees), prepare a 15-page term paper that describes how you could successfully make a business case for a Human Resources Information System and plan the implementation. Please assume the employer is currently using a combination of outdated, legacy systems as their HRIS.
The paper should address the following items:
• Summarize the company’s business strategy, mission, vision, culture, and organizational structure (include size, type of employees).
• Discuss how you would plan and organize the five distinct phases of the System Development Life Cycle (SDLC).
• Discuss how you would conduct a needs assessment including a plan to collect data, potential sources of data. Identify short and long-term needs and describe how you would conduct a gap analysis.
• Conduct a cost benefit analysis (CBA) in addressing how an HRIS provides the primary infrastructure to deliver HR programs and also the contribution to the organization’s human resources to accomplish firm-level strategic objectives. Include two examples of potential cost-avoidance and value-added Human Resource metrics to make your business case.
• Include a discussion of systems considerations in the design of an HRIS including the key decisions, technical and design considerations. Also include a Request for Proposals (RFP) and the criteria you would use to evaluate the proposals.
• Develop an implementation plan including the use of project management approaches and techniques and change management strategies. Identify the criteria you would use to define a successful implementation.
• Describe how an HRIS can potentially impact employee self-service portals and HR shared services centers. Explain how HRIS can positively influence employee recruitment and selection, training and development, performance management, compensation, benefits and payroll functions. Discuss how a global implementation would impact HRIS and possible privacy and security arrangements.
