Brazil is well known for its export of Soybeans. Brazilian soybeans are exported to several territories including the United States. Imports of soybean from Brazil are zero rated on import to the US. Soybean produced in Romania is also imported into the US and these are charged an ad valorem tax of 4% on import to the US. Romania contends that the taxes afforded to Brazil are preferential and that it offends the WTO principles under the GATT 1994. Brazil is a developing country, while Romania is a developed country and it is a part of the EU.
