In 1879, economist Henry George published Progress and Poverty, which became one of the best-selling books of the nineteenth century. In this book, George argued that all existing taxes should be replaced with a single tax on land. Tax incidence refers to the actual division of the burden of a tax between buyers and sellers in a market (see Chapter 4).
