The IT department at a small community college in Arkansas, is planning to revamp the Learning Management System (LMS) and implement Blackboard LMS. But the institution does not have a change management plan in place and some members of the administration are impatient and want the new LMS implemented immediately. Several executives in the college do not think a change management plan is necessary and feel it is a waste of time and effort that can be directed to the implementation.
