To get an idea of the popularity of sports cards, he does a simple random sample of all cities with populations of at least 50,000 and determines the number of sports cards shops in each city. He samples 20 cities and finds the average number of card shops to be 1.7. A popular sports card magazine reports that, historically, the standard deviation of the number of shops in large cities is 0.4. Answer the following:
