You have started an internship with a Facility Management Consultancy and as part of your duties your mentor/supervisor calls you into the office for a discussion. In your meeting you discuss critical aspect of your project brief.

The emphasis of your discussion deals with the fact that the organisation has just received a commission from a new client. They are a major national business that is growing quickly and are looking for accommodation to consolidate their national office. They have engaged a property agency to find suitable space and want us to write a performance brief for this agency.

It is important to our client that they are recognised as an employer of choice so the accommodation has to perform well in terms of:
- User comfort,
- Productivity,
- Access and egress
- Occupational health and safety,
- and Environmentally sustainability.

They have a corporate policy which obliges them to offer handicapped people's employment opportunities which requires special consideration that allows space to enable them to perform the necessary functions and duties.

They have provided the property agency with a list of the space requirements and the performance brief that should enable them egress and assess and to assess whether properties are suitable, either as is, or with reasonably affordable and technically feasible fit-out or retrofitting.

The space requirements include an open plan general office with space for 20 to 25 work stations, including hot-desking, 5-8 private offices for section heads, 2 meeting rooms, a print/equipment room, kitchenette and staff meal room, storage and other ancillary space.

It is also important to the client that there needs to be controlled access for visitors to the meeting rooms, and the accommodation needs to operate on extended hours and weekends.

You are required to prepare a Performance brief that identifies the various considerations including the technical, physical, psychological and regulatory requirements, the acceptable performance criteria and how these should be assessed, individually and holistically.
You are further required to organise the report in such a manner that it is easy to follow and implement, and will enable our client to evaluate the property agent's recommendations.

I anticipate that there will be a follow up assignment from the client when possible accommodation has been identified"

As part of the follow through -your employer has now been asked by a major client who have had a number of complaints raised by its tenants with respect to the poor indoor air quality in some of their older commercial properties.

Until now these properties have been managed by a real estate company. It would appear that they have managed the tenancies well by keeping costs within budget.

However, these properties are now more than 20 years old and the estate agent has commented that other properties in the immediate area now coming onto the market which are more appealing to potential tenants. That it was becoming harder to attract quality tenants and that maybe the client should look at lowering their rent to attract tenants.

You have been asked to develop an "instruction manual" that could walk a lay person through the process of checking for potential sources of indoor air problems (eg sufficient air changes) and possible solutions for commercial rental properties.

You are advised by your supervisor that this "instructional manual" should also include guidelines on how to collect and include evidence of building status specifically relating to:

• Building performance principles
• Testing mechanisms
• The built system and subsystems
• The performance measurement methods and techniques used in your investigation
• The materials used in the building

Your boss has had experience in the past when taking over a facility from another manager and is wary that they may need to demonstrate their findings and recommendation to a client whose main focus has been a bottom line figure only.
