Productivity growth is the basis for sustainable wage growth. The National Wages Council's recommendations for Year 2012/2013 urge tripartite partners to work closely together to enhance productivity.

Singapore's Employment of Foreign Manpower Act was amended on 11 September 2012 to enhance the government's ability to ensure the integrity of the framework for work pass will not be abused by unethical employers.

(a) Illustrate how job-based pay structure and person-based pay structure might be aligned with the NWC recommendations.

(b) In view of the amendment on the Employment of Foreign Manpower Act, examine the impact of the amendment on different stakeholders: society, shareholders, employers, employees. Relate the explanation to the four (4) compensation objectives.
