For Labor Relations subject, I need to prepare bargaining book from management point of view.

Major issue- Seniority , Minor issue - Bargaining Unit Work Done by Management

Reference material: primary source for online collective bargaining research is Negotech.

Seniority:

There are two areas that you need to address; do not discuss any other aspects of Seniority.

  1. Article 11.03 Job Posting - this is the topic of relative vs. sufficient ability for promotions that I want you to focus on.  
  2. Article 12.02 and 12.03 Layoff and Recall - you need to research the application of seniority and ability re: layoffs. You can also research whether laid off employees can bump more junior staff in other jobs that they could do. 

Bargaining Unit Work Done by Management:

In the case under "Issues Arising Under the Current Agreement", it states that the union is concerned about management doing bargaining unit work. Therefore, both the Bargaining Book and the actual negotiation should address under what conditions, if any, management can do bargaining unit work. For example, your research may find that this can happen when there is a shortage of union staff, under emergency situations, etc. You will determine the conditions by looking at other collective agreements.
