A taxi company offers a service from the local airport to the train station. A taxi picks up a customer at a stand at the airport and delivers the customer to the railroad station. Then taking the same route, the taxi returns empty to the airport. Assume arrivals to the airport stand are Poisson with a mean of 9 customers per hour (there is no ride-sharing). Travel time to the train station is constant 15 minutes. Return time from the train station to the airport also takes 15 minutes. What is the minimum number of taxis needed so that the average waiting time for a customer at the airport stand is no more than 5 minutes?
