Purpose of Assessment:

The purpose of these assessments is to document, audit and make recommendations to improve consultation in your PCBU to be compliant to the WHS Act 2011, WHS Regulation and other relevant codes of practices.

Consultation should be a forum for consultation on all matters affecting the Work Health and Safety of Workers, Contractors, visitors and others undertaking a duty in the workplace.

A primary responsibility of the PCBU will be the production, monitoring of Work Health and Safety Policies and Procedures and WHS Safety Programs.

WHS Consultation should also measure how effective and meaningful consultation is and to ensure the most effective consultation arrangement is established and documented.

Requirements for Competency

The assessments will be marked as Satisfactory, Not Satisfactory or Resubmission (RS).

One opportunity for re-assessment will be provided.

Your completed work must be at a level appropriate for the assessor to mark all of your assessments as Competent (AC), or Not Yet Competent (NC). One opportunity for re-assessment will be provided. Your completed work must be at a level appropriate for certificate: IV in Work Health and Safety qualification.

As a student of TAFE NSW Sydney Institute you must maintain your responsibility to submit all assessment tasks honestly and must not engage in plagiarism, collusion or cheating.

All work submitted must be in your own words. If you source your work from PowerPoint presentations, Moodle, internet, textbooks, or any other source, then you must reference that source. If you do not reference you may be not yet competent (NC) in this unit.

Assessment 1: WHS Project

You are required to analyse and evaluate your organisation's consultation & communication process and/or procedures and develop an action plan to address any deficiencies found that require improvement or change.

You must research, consider and report on any behavioural safety and culture change necessary.

Consider:

Undertake a WHS Needs Analysis of the consultation & communication program using guidelines from the WorkCover NSW Code of practice for work Health and Safety Consultation Co-operation and Co-ordination.

• Discuss what organisational factors were taken in account when selecting & designing the consultation arrangement.

• Identify areas of concern, e.g. barriers to effective consultation, methodology to select the consultation option etc, which require corrective action in order for the consultation & communication program to be effective.

• If no consultation arrangements are in place, describe why the PCBU needs consultation arrangements.

Assessment 2: Consultation Audit

Conduct an audit of the current safety culture in your organisation.

Document the deficiencies and non compliance areas in relation to how employees perceive safety within the overall organisation as compared to within your department. State how you will address these problems and what priorities will you place on them and why.

Develop a behavioural safety program that you see would address any issues and behavioural challenges.

Guidelines from the WHS Regulation 2011 and WorkCover NSW Code of practice for Work Health and Safety Co-operation and co-ordination should be referred to.

A brief WHS summary, history and current position of the Work Health and Safety, issue.

Include the exact incident/ Accident near miss that led you to writing this report. Also consider a short response to where the current progress of your WHS controls is up to. Describe any circumstances stopping you from finalising your controls.

Comment: Ensure the reader can

Consider any WHS hazardous work activities ad current practices that are not compliant and consider options to resolve this problem. Utilize WHS Legislation and Codes of practice to support your decision making.

Also consider the following:
- a concise summary of the risk assessment completed, review of specifications, hierarchy of controls, research and WHS investigations completed.

- any associated risks, consequences, facts and advice received on the issue that may impact on the PCBU including financial requests to purchase equipment.

- Detail any training needs, gaps or competency to be implemented.

- Detail intended outcomes from instructions, competency and information from WHS legislation

- Attach appendices

- Review monitoring and review practices.

Recommendation

A brief statement requesting action by the Officer/ manager, such as a decision or notation.

The WHS Coordinator should provide their recommended action.
