According to the Center for Disease Control and Prevention publication Health, United States, in 2002, 16.5% of persons under the age of 65 had no health insurance coverage. Suppose that, today, four persons under the age of 65 are random selected.

a. Assuming that the uninsured rate is the same today as it was in 2002, determine the probability distribution for the number, X, who have no health insurance coverage.

b. Determine and interpret the mean of X.

c. If, in fact, exactly three of the four people selected have no health insurance coverage, would you be inclined to conclude that the uninsured rate today has increased from the 16.5% rate in 2002? Explain your reasoning. Hint: First consider the probability P(X?3).
