Assume Montana is concerned about the outbreak of Ebola among those who have traveled to Africa, so the state requires all of its citizens who have traveled to Africa during the past year to undergo testing for Ebola.

Citizens who do not comply with this law will be fined $10,00o. Your client has traveled to Africa in the past four months but refused to get tested.
