Gaming policy ( Gaming and public policy) (gambling is not so call a free market, not just related to lawn but also the pofitabliily of casino basically control by the rules, e.g. how to run the games/ who can gamble inside the casino floor/ number of games, tables/ how much they can gamble. Who set the rules & regulations: government and also base on the favour of the public.

Las Vegas use license system, Macau is conssionaires, Las Vegas: meet the requirement can build up casino.
WhY? The public policies within 2 countries are different.
