Assignment - Assessment of Environmental Effects

In this assignment you will act in the role of a ‘consultant urban planner'. It will require you to complete the appropriate documentation required for a resource consent application to the Auckland Council in accordance with section 88 and Schedule 4 of the RMA. This will include an assessment of the reasons for which consent is required, preparation of an AEE and completing the appropriate Council application forms.

Please refer to your notes and lectures for the issues that need to covered by the application process.

In this situation, your clients are the owners of a site at 4 & 4A Keystone Avenue, Mt Roskill (Mr and Mrs John & Mary Smith). They are seeking land use consent to remove the existing dwellings from the site and construct three new dwellings, as shown on the attached plans (note, no subdivision is proposed at this stage). Please assume that Mr and Mrs Smith own the property and will pay for the Council's fees.

The proposal will require consent for use of the alternative height in relation to boundary standard, and for earthworks.

To assist you I have attached:

• 2017 aerial photograph and Google Streetview images
• Site and elevation plans
• Shadowing diagrams (winter solstice)
• Landscape plan
• Engineering plans
• Earthworks commentary

Please note that no certificate of title is provided, but site details can be obtained from the plans and Council Geomaps. Analysis of the proposal in terms of environmental effects and assessment criteria will not require a site visit.

You may include such further attachments as you think are necessary (within reason), but please do not include copies of the above documents (you may indicate their inclusion by way of a schedule of attachments).
