Question: Need a report that assesses the feasibility of opening up a chain of ‘bureau de change' similar to Wester Union in Madagascar. The report should briefly outline the Laws of the country as at 2010, the fact that there is exchange control in the country, most transactions are donne on the black market and seems to be controlled by an organised mafia.

The report needs to mention the high country risk (being poor), political instability, insecurity etc.

The conclusion needs to be that it is not advisable for a reputable organisation to open change offices in Madagascar.

It should be written in simple but good English.
