Based on course readings from this week and outside sources, assess the threat of use of a non-strategic nuclear weapon (< 1 kt), an improvised nuclear device or an Electromagnetic Pulse (EMP) attack and hypothesize if it is more likely to be conducted by a nation state or non-state actor. When you choose a specific non-state actor or nation state, identity the organization or country most likely to use the weapon and on what foe. If you chose a non-state actor, analyze how the non-state actor could acquire the weapon. If you chose a state actor, analyze the global implications of that weapon use.
