Question 1: What aspects of public personnel management will play the greatest influence in determining how local governments are able to effectively serve residents within the community in the next five years? In ten years? Will some practices and policies address concerns of one community more than others? What challenges will public personnel managers face in implementing these practices? How will public personnel managers overcome the challenges they face in the coming years?

Question 2: A fundamental assumption of administrative reformers in the late 1800s and early 1900s was that politics would have only an adverse effect on public administration. Is this a valid concern today when considering personnel management? In reflecting upon the topics that we covered all semester, do you find any evidence that they were correct? What challenge does pose for developing new personnel policies in an environment in which politics defines appropriate policy ends and means?

Question 3: In reflecting upon the process of managing human resources within public and nonprofit organizations, discuss the argument that this responsibility should be approached as a science (driven by research), a profession (drive by training and norms), and/or a craft (driven by experience). Tell me which of these descriptions you feel would be the best description of public personnel management. Which arguments are the most appropriate for training future personnel managers and why? Is it the case that certain communities or non-profits display a tendency to rely upon certain approaches to personnel management?
