The Story behind the 18th Amendment to the 21st.
The U.S. Constitution is a classic because it has stood the test of time. However, it is an imperfect document (upon its ratification in 1791 it excluded women and minorities). But the true beauty of the document is that it has the ability to change and improve upon itself to allow the ideals of the republic to match it's reality. The Amendment process is designed to allow each generation to consider any needed measures to meet the demands or necessary of the time.
However, such additions can be imperfect as well. In 1920, the 18th Amendment went into effect. It was a reform measure that was meant to ban alcohol.
The 18th Amendment stated that the "manufacture, sale, or transportation of intoxicating liquors" ...is hereby prohibited.
Prohibition ultimately proved to be unenforceable because the people wanted it and alcohol was easy to distill and traffic. After 12 years, 10 months, and 19 days, Prohibition was over. The passage of the 21st Amendment repealed the 18th Amendment.
The 21st Amendment merely states that "the eighteenth article of amendment of the Constitution of the United States is hereby repealed".
It is a funny aspect of the Constitution that there is an absence of the ability to erase anything from the document but we can only add to it even if it means we add things to it that will nullify a portion of it.

If you could add a new Amendment to the U.S. Constitution, what would it be? Review the type of verbiage that is commonly used in so many of the existing Amendments and craft your own Amendment. Identify an issue that you think the Constitution should address, or maybe you could just add clarifying wording to another Amendment.
